  • 摘要: 文章對美國在1998-2002年執(zhí)行“快，好，省”采購改革方案期間航天器故障率上升146%的3個原因進行了分析與點評。這3個原因包括：對標準、規(guī)范嚴格遵循的意識下降；航天元器件復合度激增；系統(tǒng)工程管理失控。文章對抑制故障率上升的對策進行歸納，其中最重要的一條是：衛(wèi)星研制工作必須嚴謹，一絲不茍地按照相關標準進行（環(huán)境）試驗。

     

    Abstract: According to the paper, there are three reasons for a 146% increase in failures during the implementation of "faster, better, cheaper" acquisition strategy in 1998-2002, that is, the decline of testing rigor, a leap of complexity of overall satellite, and a breakdown in systems engineering. Among the desirable strategies, one critical part is a return of the traditional approach based on uniform standards and rigorous testing.
